Investors pay mutual fund companies hundreds of millions of dollars per year for performance that is usually worse than market averages. Is there anything better that we can do?

Yes, rules-based mechanical investing, also known as naked investing strategies, has been available for years. Warren Buffet wrote about it in the forward to The Intelligent Investor. But these techniques have languished for years as mutual fund companies with big dollars to spend on advertising have purchased the souls and minds of the financial press.

By applying easy to use rules investors can make the fluctuations of the market work for them. They can systematically get more of their money in to the market after stocks decline and have less exposed after the market advances substantially and becomes riskier.
